Reforming Latin American Housing Markets: A Guide for Policy Analysis

IDB 2004 | ISBN: ‎1931003629

Housing is more than just basic shelter - it can be a valuable monetary asset, both to households and nations. This book draws on research by experts at the Inter-American Development Bank and the U.S. Department of Housing and Urban Development to examine the economic, social and legal dimensions of housing markets in Latin America. Using lessons learned from the region, the book shows how a developing country can move its housing sector to function more efficiently as a market, with more available financing and a greater role for private developers. An assessment tool is presented to help researchers analyze the effect on national housing markets of economic and demographic variables, tax structures, risk management and other factors.

The Inter-American Development Bank (IDB) worked with many experts in housing
markets to develop this report. The members of the team, Kenroy Dowers and Pietro Masci, benefited greatly from discussions with specialists in housing finance and related legal and regulatory matters both within and outside the Bank. The Bank gratefully acknowledges the assistance given to this project from its inception by different experts from the U.S. Department of Housing and Urban Development, particularly those from HUD's Office of General Counsel and Office of Policy Development and Research. The support of HUD Deputy Assistant Secretary Shannon H. Sorzano was especially helpful in this regard. The Bank also acknowledges the significant work of Ms. Kasia Kozinski, an independent consultant. Special thanks as well to Bruce Ferguson, an IDB housingand urban development specialist who provided valuable guidance on some critical issues in housing finance in emerging economies. We are also particularly grateful for the contributions of Eduardo Rojas, Juan Jose Durante and Morgan Doyle. Finally, we thank Alfred F. Imhoff, Graciela Testa and Liliana Lopez for their valuable contributions in the editing and publication process.
